Tamil Nadu Chief Minister Vijay has launched the Singapenn Athiradi Padai — a dedicated special force tasked with tackling crimes against women across the state — reaffirming his government’s commitment to women’s safety and zero tolerance towards gender-based violence.

What Is the Singapenn Special Force?

The name “Singapenn” means “lioness” in Tamil, and the force lives up to its name. Designed as a rapid-response law enforcement unit, it will specifically address offences including stalking, sexual harassment, intimidation, and molestation — particularly in public spaces such as buses and crowded areas where women are most vulnerable.

The unit will function under the direct supervision of the chief minister, ensuring high-level accountability and close monitoring of its operations.

Budget, Strength, and Rollout

The Tamil Nadu government has committed Rs 354 crore to the initiative. In the programme’s second phase, 2,500 dedicated personnel will be deployed across the state, significantly expanding the force’s reach and operational capacity.

At the formal launch event in Chennai, CM Vijay personally drove one of the special commando vehicles assigned to the unit and unveiled the official insignia of the Singapenn force, marking its induction into Tamil Nadu’s law enforcement framework.

Technology-Driven Surveillance

In line with modern policing practices, the Singapenn force will be supported by drone-based patrol systems to enhance monitoring and improve response times in both urban and semi-urban areas. This technological edge is expected to make the force more proactive rather than reactive in preventing crimes against women.

Faster Justice Through Speedier Charge Sheets

CM Vijay also announced measures to strengthen the legal process, emphasising faster filing of charge sheets to expedite court proceedings and ensure that justice is not delayed for victims. Swift legal action, he noted, is a critical deterrent against repeat offenders.

Beyond Policing: A Call for Societal Change

Vijay was candid that law enforcement alone cannot eliminate crimes against women. Addressing the gathering, he noted that gender-based violence is not a new problem and called for deeper individual responsibility, societal discipline, and behavioural change to complement state action.

He stressed that greater public awareness is essential to creating lasting safety for women — both in public spaces and beyond.

A Commitment That Is “Deeply Personal”

The Chief Minister described the SingaPENN initiative as a deeply personal cause, stating that atrocities against women would not be tolerated under any circumstances during his tenure. The programme, he said, is designed to give women greater confidence and security in their daily lives — a significant step forward in Tamil Nadu’s approach to law and order.
