New Delhi, 31 October 2026: The Ministry of Labour & Employment has notified the constitution of the National Social Security Board for Unorganised Workers and Gig & Platform Workers. The notification was announced on 30 October. The Board is set up under the Code on Social Security, one of India’s Labour Codes.

What the Board is

The Board covers gig and platform workers as well as traditional unorganised workers. The government describes the move as bringing digital gig and platform professionals into India’s formal welfare system.

Who sits on it

The Union Minister for Labour & Employment presides over the Board. Its members include representatives of:

  • Central and State Governments
  • Prominent aggregator companies and employers
  • Civil society organisations
  • Workers’ unions
  • Gig and platform associations

The Board must meet at least three times a year.

What it will do

Its listed functions are to:

  • Recommend suitable schemes to the Central Government for unorganised, gig and platform workers
  • Advise the Centre on matters arising from administering the Code
  • Monitor welfare schemes run by the Central Government for these workers
  • Review record-keeping at the State level
  • Review expenditure from the fund and account
  • Take on other functions the Centre assigns

What it means for delivery partners

The notification creates the body that will recommend and oversee schemes. It does not announce specific benefits, contribution rates or a start date. Delivery partners and other platform workers shouldn’t expect new benefits yet, and the real changes will depend on the schemes the Board recommends and the government approves.

Because unions, associations and aggregators all have seats, worker representation is a notable feature of the Board’s design.

What to watch next

  • The Board’s first meeting and agenda
  • Which schemes it recommends, and how they are funded
  • How workers are registered and how records are kept
